Modafinil is classified as a Schedule IV controlled substance in the United States under the Controlled Substances Act, placing it in the same regulatory tier as benzodiazepines. In the European Union, classification varies by member state: France, Germany, and Spain treat it as a prescription-only medicine under national pharmaceutical law[1], while it is not listed on any EU-wide controlled substances schedule.

Japan classifies modafinil as a Schedule 1 Psychotropic Substance under the Narcotics and Psychotropics Control Law. Why the 'it's just a prescription' assumption fails at customs

A prescription valid in your home country does not automatically grant import rights elsewhere. Each country enforces its own rules. A customs officer at Tokyo Narita does not care that your doctor wrote a legitimate prescription. Modafinil cannot enter Japan regardless.

In the United States, the Drug Enforcement Administration requires that Schedule IV controlled substances be accompanied by a valid prescription when crossing the border[3]. Countries where modafinil creates the highest risk

Japan. Modafinil is on Japan's Schedule 1 Psychotropic list under the Narcotics and Psychotropics Control Law. Indonesia. Modafinil is not separately scheduled on Indonesia's psychotropic Categories 1-4 under Law No. 5 of 1997 (which mirror the INCB conventions, and INCB does not internationally schedule modafinil). It is, however, an unregistered medicine in the BPOM (Indonesian Drug and Food Control Agency) registry. Personal import without BPOM clearance is treated under the same import-permit framework as a controlled medicine: travellers need a valid prescription, a doctor's letter justifying the supply, and ideally pre-arrival coordination through the destination embassy.

UAE. As of 29 December 2025, personal-medicine import permits are issued by the Emirates Drug Establishment (EDE) at ede.gov.ae rather than the former Ministry of Health and Prevention service. Thailand. What the documentation should actually include

For countries that permit modafinil with a prescription, carry all of the following. A prescription alone is often not enough on its own.

  • Original prescription. In your name, with the generic name modafinil and the brand name (Provigil, Modiodal, Modavigil), dosage, and prescribing doctor's details.

The online pharmacy problem
