ADHD Medication in Southeast Asia: Adderall and Vyvanse Bans, and What Ritalin Rules Apply
Amphetamines are outright banned in Thailand, Indonesia, Vietnam and the Philippines. Here's what that means for your Adderall, Vyvanse and Ritalin before you fly.
ADHD medication in Southeast Asia: the bans are real and the consequences are serious
Amphetamine, the active ingredient in Adderall, is a Category 1 narcotic in Thailand with no medical exemption[1]. Carrying it across the Thai border, even with a valid prescription and a doctor's letter, exposes you to criminal prosecution.
This is not a bureaucratic technicality you can talk your way out of at customs. It applies equally to Vyvanse (lisdexamfetamine) in Thailand, Indonesia, Vietnam and the Philippines. Ritalin (methylphenidate) sits in a different legal category and is permitted in some of these countries, but the rules still vary significantly.

The amphetamine ban: which countries and which drugs
Adderall contains amphetamine salts. Vyvanse is a prodrug of dextroamphetamine. Both are scheduled under the 1971 Convention on Psychotropic Substances[2] (INCB Green List, Schedule II). Individual countries layer their own controls on top of that baseline, and several Southeast Asian nations go much further.
Thailand classifies amphetamine as a Category 1 narcotic under the Narcotics Act B.E. 2522. Indonesia lists amphetamine as a Group I narcotic[3] under Government Regulation No. 44 of 2010, meaning possession carries a minimum custodial sentence. Vietnam prohibits amphetamines under Decree No. 73/2018/ND-CP with no import pathway. The Philippines classifies both amphetamine and methamphetamine as Dangerous Drugs under Republic Act 9165.
Lisdexamfetamine (Vyvanse, Elvanse) falls into the same banned category in Thailand, Indonesia and Vietnam because it metabolises to dextroamphetamine. Bringing it in is not safer because the label says "prodrug".
Methylphenidate (Ritalin, Concerta): permitted but controlled
Methylphenidate occupies a different legal position. It is classified as a Category 2 psychotropic in Thailand under the Psychotropic Substances Act[4], not a narcotic. That distinction matters: you can enter Thailand with methylphenidate, but only under strict conditions.
In Thailand, you must carry the original prescription, a doctor's letter on headed paper, and no more than a 30-day supply. Concerta (methylphenidate extended-release) is available at hospital pharmacies in Bangkok after a local consultation, but walk-in dispensing for foreign patients is not guaranteed. Indonesia classifies methylphenidate as a Group II psychotropic under BPOM (Badan Pengawas Obat dan Makanan) regulations[5]. A BPOM import permit is required alongside your prescription. The permit process takes time, so apply weeks before departure, not days.
Vietnam restricts methylphenidate imports to a 10-day personal supply under Circular 20/2017/TT-BYT[6]. That cap is unusually tight. For a trip longer than ten days, you need a formal import authorisation from Vietnam's Drug Administration.
The Philippines requires a PDEA (Philippine Drug Enforcement Agency) permit to import methylphenidate. Without it, the medication can be confiscated on arrival regardless of the prescription you carry.

Malaysia: Amphetamines are listed under the Dangerous Drugs Act 1952. Methylphenidate is a controlled substance under Malaysia's Poisons Act 1952, Schedule 1. A valid prescription and declaration at customs are required, with a maximum one-month supply permitted.
Singapore: Amphetamines are Class A controlled drugs under the Misuse of Drugs Act 1973, with no personal-use exemption. Methylphenidate requires a prior authorisation from the Health Sciences Authority (HSA) before import. Applications take several weeks.
What to do if you take Adderall or Vyvanse
There is no legal way to bring Adderall or Vyvanse into Thailand, Indonesia, Vietnam, the Philippines, or Singapore. The medication will be confiscated at a minimum. At worst, you face arrest.

A pharmacy printout or app screenshot is not sufficient. Every country in this region that permits methylphenidate requires a formal prescription from a licensed clinician, on headed paper, with your full name and diagnosis. Some require a certified translation.
For Indonesia, you need to initiate the BPOM permit process through the Indonesian embassy or consulate in your country of residence. The permit is tied to your passport number and travel dates. Start the process at least four to six weeks before departure.
For the Philippines, the PDEA permit application is separate from any embassy process. Contact the PDEA directly or through a licensed importer well before travel. The agency's processing times vary.
