Countries Where Adderall Is Illegal in 2026: What Travellers Must Know Before They Fly

Adderall is outright banned or severely restricted in dozens of countries. Here is the full list and what to do before you board.

Adderall abroad: banned, restricted, or simply unavailable?

Adderall (amphetamine/dextroamphetamine) is not approved for medical use in most of the world outside North America. Carrying it across an international border without the right documentation can result in confiscation, arrest, or prosecution, even when you hold a valid prescription.

This article sets out the specific countries where Adderall is fully banned, where it is tightly controlled, and where travellers have been stopped at the border. It also covers the practical alternatives you need to arrange before you fly.

Regulations change; verify all import rules with the destination country's drug regulator or embassy before you travel. Always consult your prescribing clinician before changing or stopping ADHD medication.

Why Adderall's legal status is unusually complicated

Amphetamine is listed in Schedule II of the 1971 Convention on Psychotropic Substances under INCB oversight.[1] That makes it an internationally scheduled controlled substance. Each signatory country then implements its own national schedule on top of that, and the national rules vary enormously.

Some countries permit personal-import of a small supply with a doctor's letter. Others treat any quantity as a criminal offence, regardless of documentation. The distinction is not intuitive and does not follow geography.

Countries where Adderall is completely banned

The following countries have no medical-use authorisation for amphetamine-based medications and prohibit import under any circumstances.

Japan. Amphetamine is prohibited under the Stimulants Control Act. Japan bans amphetamine-based ADHD medications with no import exemption[2]. Possession or import can result in a prison sentence.

Thailand. Amphetamine is a Category 1 narcotic under the Thai Narcotics Act[3]. There is no medical exemption pathway for personal import. Travellers found carrying Adderall face prosecution.

Indonesia. Amphetamine is a Category I narcotic under Indonesian law. Import carries a minimum five-year custodial sentence[4]. No personal-import permit exists for this drug class.

China. Adderall is not approved for medical use and amphetamine is scheduled as a Category I psychotropic under NMPA regulations. Importation is prohibited.

United Arab Emirates. Amphetamine is prohibited under Federal Decree No. 14 of 1995 on Narcotics and Psychotropic Substances. The Emirates Drug Establishment (EDE) does not issue personal-import permits for Adderall.

Saudi Arabia. Amphetamine is a controlled narcotic. Import is prohibited without prior authorisation from the Saudi Food and Drug Authority, which is not issued for Adderall because the drug is unregistered there.

Vietnam. Adderall is not approved for medical use. Amphetamine-based compounds are controlled at the highest narcotic level under Ministry of Health regulations and may not be imported.

Malaysia. Amphetamine is listed under the Dangerous Drugs Act 1952. It is unregistered and may not be imported for personal use.

Philippines. Adderall is not registered with the Philippine Drug Enforcement Agency (PDEA). Amphetamine is a Dangerous Drug under Republic Act 9165 and cannot be imported.

South Korea. Amphetamine and dextroamphetamine are banned narcotics under the Narcotics Control Act. No personal-import exception exists.

Mexico. Adderall is not approved by COFEPRIS and cannot be imported or purchased locally. It is not interchangeable with Mexican-approved methylphenidate products.

Countries with severe restrictions but a limited import pathway

A smaller set of countries do not stock Adderall locally but may allow a traveller to carry a personal supply with advance documentation. The pathway is narrow and the documentation requirements are strict.

India. Amphetamine/dextroamphetamine is not approved by CDSCO. Import requires a prior permit from the Narcotics Commissioner of India under the NDPS Act. Without that permit, carrying Adderall is a criminal offence.

Turkey. Adderall is not registered with the Turkish Medicines and Medical Devices Agency (TITCK). Import requires a health certificate from your prescribing physician and pre-approval from TITCK. Applications must be submitted weeks in advance.

Morocco. Amphetamine-based medications are not registered with the Ministry of Health. Even methylphenidate faces documented supply gaps. Personal import of Adderall is effectively prohibited.

Countries where Adderall is not stocked but is technically importable

Several European countries allow travellers to carry a personal supply of a Schedule II psychotropic if it is dispensed in the origin country and accompanied by a physician's letter and official translation. This does not mean Adderall is available at local pharmacies.

Spain, France, Germany, and Portugal do not approve Adderall for domestic prescribing. However, Schengen rules allow up to a 30-day personal supply of a licensed psychotropic[5] with a Schengen certificate signed by your physician. The critical issue: Adderall is not approved in any of those countries, so if you run out, there is no local equivalent to purchase.

Australia. Adderall is not on the Australian Register of Therapeutic Goods (ARTG). Travellers may apply to the Therapeutic Goods Administration (TGA) for a personal importation permit under the Special Access Scheme. The permit must be obtained before departure, and the permitted quantity is typically up to a three-month supply.

Countries where Adderall is legal with a valid prescription

Adderall is approved and prescribed domestically in the United States and Canada. It is not licensed in the United Kingdom or Brazil. Those markets license different stimulants instead: dexamfetamine (Amfexa) and lisdexamfetamine (Elvanse) in the UK, and lisdexamfetamine (Vyvanse) in Brazil. Where Adderall itself is licensed, a valid prescription from your home clinician is generally sufficient for personal carry, but you must declare the medication at customs and keep it in its original packaging.

What to do if you are travelling to a country where Adderall is banned

Do not attempt to carry Adderall into any country listed in the banned section above, even inside checked luggage. Customs screening in Japan, Thailand, Indonesia, South Korea, and the UAE is thorough, and penalties are severe.

Speak to your prescribing clinician at least six to eight weeks before departure. The goal is to transition to a controlled substance that is actually approved in your destination country.

Methylphenidate (Ritalin, Concerta) is the most common alternative. It is approved in Japan, Thailand (as a Category 2 psychotropic with local prescription), France, Spain, Germany, Indonesia, South Korea, and Australia. Each of those countries still requires documentation for personal import, but the pathway exists.

Atomoxetine (Strattera) is not a controlled substance under any INCB schedule. It is prescription-only and is approved in Japan, South Korea, Thailand, Malaysia, the UAE, and Australia, among others.

Documentation you need for countries that allow restricted import

1
Original prescription. The prescription must include your name, the prescriber's name, the INN (generic name), the dosage, and the dispensing date. A printed label on the bottle does not substitute for a signed prescription.
2
Physician's letter. A letter on clinic letterhead stating the diagnosis, the medication, the dose, and the duration of travel. Many countries specify this must be in English or in the destination language.
3
Schengen certificate (for European travel). If you are entering a Schengen Area country with a scheduled psychotropic, the Schengen Convention requires a specific multilingual certificate issued by your country's competent authority. Consult the embassy of your destination country for the exact form.
4
Original labelled packaging. Carry medication in the dispensing pharmacy's labelled container. Never decant tablets into an unlabelled pill organiser for customs.
5
Declaration at customs. Even with full documentation, you must declare controlled psychotropics at customs on arrival. Review the medication import rules for each transit country, not just your final destination.

Keep your medical records accessible at the border

Customs officers in countries with strict psychotropic controls routinely ask travellers to demonstrate that declared medication matches their medical history. A printout of your ADHD diagnosis, prescriber details, and current medication list can resolve a border query before it becomes a detention.

Nomedic stores your records in the IPS format, the HL7 FHIR-based International Patient Summary standard recognised by the EU, WHO, and national health systems. The IPS is designed to be internationally portable and machine-readable[6]. Having it on your phone means a clinician or border official can verify your diagnosis and medication history in seconds.

Frequently asked questions

Can I carry Adderall into European countries like Spain, France, or Germany?

Adderall is not approved in Spain, France, or Germany, so it cannot be refilled there. The Schengen Convention permits a 30-day personal supply of a scheduled psychotropic with a Schengen certificate, but if your supply runs out, there is no local equivalent available.

Can I bring Adderall to Japan with a prescription?

No. Japan bans amphetamine under the Stimulants Control Act with no import exemption, regardless of documentation. Travellers found carrying Adderall can face prosecution. Switch to methylphenidate or atomoxetine before travelling to Japan.

Is Adderall legal in the UAE if I have a prescription?

Adderall is prohibited under UAE Federal Decree No. 14 of 1995 and the Emirates Drug Establishment does not issue personal-import permits for it. Carrying Adderall into the UAE is a criminal offence regardless of prescription status.

How much Adderall can I bring to Australia?

Adderall is not on the Australian Register of Therapeutic Goods. You must apply to the Therapeutic Goods Administration for a Special Access Scheme permit before departure. If approved, the permitted personal import quantity is typically up to three months' supply.

Is Adderall legal in South Korea?

No. Amphetamine and dextroamphetamine are prohibited narcotics under South Korea's Narcotics Control Act. There is no personal-import exception, and possession at the border can result in arrest.

What ADHD medications are legal alternatives to Adderall in countries where it is banned?

Methylphenidate (sold as Ritalin or Concerta) is approved in Japan, France, Spain, Germany, South Korea, Thailand, and Australia, though each requires documentation for personal import. Atomoxetine (Strattera) is not an INCB-scheduled controlled substance and is approved in Japan, South Korea, the UAE, Thailand, Malaysia, and Australia.
