Modafinil in the UAE: what changes when you travel

Modafinil, sold globally as Provigil (US and Canada), Alertec (Canada), and Modiodal (France, Spain, Italy, Greece, Japan), is a controlled psychotropic substance under UAE Federal Law No. 14 of 1995, regulated by the Emirates Drug Establishment (EDE). Bringing it into the UAE without prior documentation puts you at serious legal risk.[1]

This guide covers EDE import requirements, what to carry at customs, local pharmacy availability, and what to do if your supply runs out or is confiscated.

Documentation for travelling to the UAE with modafinil

Modafinil falls under Schedule I of the UAE's controlled psychotropic substances list, administered by the EDE. Travellers are required to carry an original prescription, a detailed doctor's letter, and prior written approval from the EDE before importing it.[2]

What your doctor's letter must include

Full legal name, medication name (INN: modafinil, plus any brand you carry), dose and frequency, total quantity, diagnosis name, doctor's name, signature, and registration or licence number on clinic letterhead. An Arabic-language version is strongly recommended for UAE customs. The letter does not require a notary or apostille, but a certified translation is advisable.

Carry both physical and digital copies of all documents. UAE customs officers at Dubai International and Abu Dhabi International airports actively screen for controlled psychotropics.

How much modafinil to bring

The EDE guidance recommends importing no more than a 30-day personal supply of controlled psychotropics. Because local refills are uncertain (see Local availability below), bring your full trip supply plus a buffer of at least 5–7 extra doses to account for delays or losses.

If your trip exceeds 30 days, contact the EDE before you travel to confirm whether a longer supply is approvable on a single permit. Do not rely on splitting the supply across separate bags to work around quantity limits; this is only in case of medication loss/delay.

Split your supply

Carry the majority of your modafinil in your hand luggage and a small backup in your checked bag. If one bag is delayed or lost, you retain some supply. Keep both portions in original manufacturer packaging with pharmacy dispensing labels intact.

Packing and storing modafinil for travel

Modafinil tablets should be stored at room temperature between 15°C and 30°C, away from direct light and moisture.[3] The UAE experiences summer temperatures routinely above 40°C, so avoid leaving medication in a car, on a windowsill, or in a bag left in direct sun.

Keep tablets in original blister packs inside your hand luggage during the flight. Hotel rooms in the UAE are air-conditioned and suitable for storage, but avoid bathroom cabinets where humidity accumulates.

Airport security with modafinil

Modafinil is a solid oral tablet and does not trigger liquid-medication exemptions at security. Keep it in your hand luggage in original packaging so it is easily identifiable if your bag is searched.

At your departure airport, cabin-baggage medication rules are set by the national airport security authority of that country, not by IATA. Present your documentation proactively if asked by security staff.

Customs and medication import rules for the UAE

UAE customs requires travellers carrying controlled psychotropics to declare the medication and present prior written approval from the Emirates Drug Establishment. Failure to declare or carrying without approval can result in confiscation, detention, or prosecution under Federal Law No. 14 of 1995.[1]

At the customs declaration form, tick the box for controlled or prescription medications and present your EDE approval letter, original prescription, and doctor's letter immediately. Do not wait to be asked.

Controlled substance warning

Modafinil is a controlled psychotropic under UAE Federal Law No. 14 of 1995. Importing it without EDE prior approval, even with a valid foreign prescription, risks confiscation and possible criminal charges. Apply for EDE approval at least 2–4 weeks before your travel date. Carry the original approval document in your hand luggage at all times during entry.

Modafinil availability in the UAE

No branded version of modafinil (including Provigil or Modiodal) is confirmed in the EDE's registered pharmaceutical product database.[4] Generic modafinil may be available at private hospital pharmacies in Dubai and Abu Dhabi, but supply is inconsistent and a locally issued prescription is required.

Do not assume you can refill modafinil at a UAE pharmacy. Bring your full trip supply from home. The cost of a private consultation to obtain a local prescription is typically AED 300–600 (~$82–$163 / ~€71–€142) at clinics in Dubai or Abu Dhabi.

Finding a doctor who can prescribe modafinil in the UAE

Private hospitals in Dubai (including Mediclinic City Hospital and Cleveland Clinic Abu Dhabi) have neurologists and sleep medicine specialists who speak English. See the UAE travel and healthcare guide for a broader overview of the private healthcare system.

A specialist consultation for a controlled medication in the UAE typically costs AED 400–900 (~$109–$245 / ~€95–€213). The prescribing doctor will need to submit a controlled-drug prescription through the UAE's DHA or DOH system, which adds time.

Storing modafinil while in the UAE

Modafinil is stable at room temperature up to 30°C and does not require refrigeration. UAE summers regularly exceed 40°C outdoors and inside parked vehicles, so keep tablets in air-conditioned spaces at all times.

Hotel mini-safes are suitable for overnight storage. Avoid bathroom shelves, where humidity from showers degrades tablet integrity over longer stays. Keep tablets in the original blister pack until you use them.

What to do if something goes wrong with your modafinil in the UAE

If your medication is lost or stolen, file a police report immediately (police: 999) and obtain a copy of the report number. Contact your travel insurer and your prescribing doctor to arrange emergency documentation.

If you run out, a refill requires a UAE-issued controlled prescription. Because modafinil is a controlled substance, walk-in pharmacy dispensing without a local prescription is not possible. Go to the emergency department of a private hospital and bring your original prescription, EDE approval, and doctor's letter.

Key phrases in Arabic

I need my medication: احتاج دوائي (Ahtaaj dawaa-i). I have a prescription: لدي وصفة طبية (Ladayya wasfa tibbiyya). Please call a doctor: من فضلك اتصل بطبيب (Min fadlak ittasil bi-tabeeb). Where is the nearest pharmacy?: أين أقرب صيدلية؟ (Ayna aqrab saydaliyya?)

The UAE emergency ambulance number is 998; police can be reached at 999.[5] Private hospitals such as Mediclinic City Hospital (Dubai) and Cleveland Clinic Abu Dhabi have 24-hour emergency departments with English-speaking staff.[6]

Frequently asked questions

Is modafinil legal in the UAE?

Modafinil is permitted in the UAE only with prior written approval from the Emirates Drug Establishment and a valid prescription. Under UAE Federal Law No. 14 of 1995 on controlled psychotropics, carrying it without that documentation is illegal regardless of the issuing country of your prescription.[1]

Can I bring modafinil into the UAE?

Yes, but you must obtain EDE prior approval before you travel, and you must declare the medication at UAE customs. Carry your EDE approval letter, original prescription, and a doctor's letter with you in your hand luggage.

Do I need a doctor's letter to fly with modafinil to the UAE?

Yes. A doctor's letter naming the INN (modafinil), dose, quantity, and your diagnosis is required alongside your EDE prior-approval document. UAE customs may refuse entry to the medication if either document is missing.

Can I get an EDE permit for modafinil after I arrive in the UAE?

EDE prior approval is designed to be obtained before entry. Attempting to regularise an undeclared supply after arrival creates legal exposure. If you arrive without approval, contact the EDE directly and consult a UAE-licensed lawyer before approaching customs or law enforcement.

Is modafinil available at UAE pharmacies?

Generic modafinil may be dispensed at private hospital pharmacies in Dubai and Abu Dhabi, but supply is inconsistent and a UAE-issued controlled prescription is required. Neither Provigil nor Modiodal is confirmed on the EDE's registered products list.

Is Provigil available in the UAE?

Provigil, the US and Canadian brand name for modafinil, is not confirmed on the UAE EDE registered pharmaceutical product list. Modiodal, the brand name used in France, Spain, Italy, Greece, and Japan, is likewise unconfirmed locally. Bring your full supply of whichever brand you take.

What if I run out of modafinil in the UAE?

Go to the emergency department of a private hospital such as Mediclinic City Hospital or Cleveland Clinic Abu Dhabi with your original prescription and EDE approval letter. A local specialist will need to issue a UAE-controlled prescription before any pharmacy can dispense.
